Contact UsHow We Can Help
Helping regulators prepare for and execute governance and policy reforms.
We work closely with a wide array of legal sector regulators across the globe, helping them collect and interpret data on their regulatory environment, benchmark against global standards and consult on proposed changes. We can provide support at all stages of policy reform and beyond. Our work has helped regulators to modernise professional education and codes of conduct, implement anti-money laundering responsibilities, increase legal business competitiveness, and improve access to justice. We have also supported internal strategic and organisational thinking by our clients in jurisdictions such as Illinois, New South Wales, Norway and England and Wales, contributing to improved governance and greater effectiveness.

Our Capabilities
Benchmarking Better Regulation
Benchmarking Better Regulation
We gather data and leverage our extensive contacts to help our regulator clients better understand their own regulated communities and policy environments. We regularly undertake benchmarking studies to help regulators understand what their peers are doing, and we also advise on how to incorporate international best practice into different national contexts. We have worked with legal regulators in Scandinavia, Australia the UK and the USA on internal governance and organisational matters. We have supported domestic regulatory policy reforms in jurisdictions as diverse as Hong Kong, Ireland and Kazakhstan.
Anti-Money Laundering (AML) and Counter-Terrorist Financing (CTF)
Anti-Money Laundering (AML) and Counter-Terrorist Financing (CTF)
We conduct audits, readiness assessments, and capacity-building initiatives to support regulators in strengthening their oversight of AML and CTF compliance. We identify gaps in compliance and offer targeted recommendations, always respecting local legal professional obligations such as client confidentiality or professional secrecy. Our experience includes conducting readiness audits for the Law Society of Kenya and providing capacity-building support for regulators in Nigeria, focusing on monitoring, reporting frameworks and stakeholder engagement.
Entity Regulation and Alternative Business Structures
Entity Regulation and Alternative Business Structures
We help regulators understand how the business of law is changing and what that means for their ability to provide effective oversight. Our experience includes advising on the introduction of legal partnerships between solicitors and barristers in Ireland; benchmarking the regulatory conditions for establishing a law firm across Common Law jurisdictions for a UK regulator; supporting policy reform discussions in Hong Kong and Norway. We help regulators balance competition from new entrants, the competitiveness of traditional law firms and the protection of professional standards.
Education and Training Reform
Education and Training Reform
We support regulators who are seeking to review and reform legal education and training systems. Our services include designing qualification and competence frameworks, including those that support ongoing competence, and creating mechanisms for the recognition of qualifications across borders. Our experience includes advising the Legal Services Regulatory Authority in Ireland on education and training reform and benchmarking foreign legal qualifications for the Solicitors Regulation Authority and Bar Standards Board.
Consumer Impact and Access to Justice
Consumer Impact and Access to Justice
We help regulators assess and enhance the impact of regulatory reforms on consumers. Our services include advising on legal aid reform, exploring innovative service delivery models, and improving access to affordable, high-quality legal services. We have also contributed to criminal legal aid reforms in Northern Ireland and the Cayman Islands and worked with regulators to ensure reforms address public needs and promote fairness.
